Meeting was called to order at 6:00 PM

Roll Call:  Present-Matt Elerick, Roger Choate, Ray Poland, Rusty Fields, Randy McMillin    Quorum was declared

.Executive Session-Hire-Fire-Promote-Demote Part-Time Clerical Employee (250 S. Sec. 307-B)

R. Poland made motion to go into executive session. M. Elerick seconded.  Yes- M. Elerick, R. Choate, R. Poland, R. Fields, R. McMillin.   Time: 6:03 PM

Board returned to Open Meeting at 7:20 PM

R. Poland made motion to come out of Executive Session.  M. Elerick seconded.  Yes-M. Elerick, R. Choate, R. Poland, R. Fields, R. McMillin.

R. Poland made motion to suspend meeting rules and go to Agenda Item #5-Oak Hills Nursing Home Resident Earl Postelle.  R. McMillin seconded.  Yes- M. Elerick, R. Choate, R. Poland, R. Fields, R. McMillin

Kyle Goodwin, Oak Hills Attorney, addressed the concerns of the citizens. Mr. Postelle was taken to a hospital and it was alleged he was left unattended.  Mr. Goodwin explained why Mr. Postelle  originally came to be in Oak Hills and advised the nursing home is waiting for a care plan for this patient. ( Mr. Postelle was alleged to be involved in a shooting which resulted death of four persons. A judge has  ruled him incompetent  to stand trial and has ordered him to Oak Hills.)  This court order cannot be over-ruled by the town.  A number of citizens expressed their pro/con opinions.   It was noted there will be another hearing Friday, May 4, 2007 to determine if Mr. Postelle will be returned to Oak Hills.

***At this hearing, Mr. Postelle was returned to his family.  He will not be returned to Oak Hills.

l.  Hire Part-Time Clerical Employee

    R. Poland made  motion to hire Kimberly Bishop as part-time clerk at $10 per hour, 20 hours per week.  M.  Elerick seconded.  Yes- M. Elerick, R. Choate, R. Poland, R. Fields, R. McMillin

Appoint Mayor-Two Year Term

R. McMillin made motion to reappoint Matt Elerick as Mayor.  R. Choate seconded.  Yes- M. Elerick, R. Choate, R. Poland, R.Fields, R. McMillin

Appoint Vice-Mayor-Two Year Term

R. McMillin made motion to reappoint Rusty Fields as Vice Mayor. R. Choate seconded.  Yes- M. Elerick, R. Choate, R. Poland. R. Fields, R. McMillin.

Opening of Sweetbough-Ty Burroughs

Ty Burroughs questioned  1) Will curbs and gutters be required on opened portion of  Sweetbough (See Prev. Mtg)  2)  Where is opening on priority lists of road projects.

After disc:  R. Poland made motion to build road to county specs with curbs and to put this priority as long as it doesn’t take from other projects. Motion was withdrawn.

Need to check with County Commissioner Jim Roth as to the priority lists re: funding available for Town of Jones projects and where Sweetbough would be listed.

R. Poland made motion that any extension on Sweetbough must be curbed and guttered.  R. Fields-No,  R. McMillin-No       Yes- M. Elerick, R. Choate, R. Poland.  Motion carried.

Repair PD Vehicle-Pickup

Tom Newsom advised that DA seized Pickup that is being used by Police Dept is in need of a transmission with a $1000 estimate.  (Agreement is usage of DA vehicles-Town maintains upkeep)  After disc:  R. Remarks, Inquiries & Reports by governing board members

R. Choate wants to look at salaries.  Tom Newsom and Mark Pierce to be put on next agenda-executive session.

Also- look at utility rates (should actually be PWA  Item but can be just discussed here)
